Another scratch off lottery player from Raleigh wins $1 million recently

A Raleigh man tried his luck on a $50 scratch-off and won a $1 million prize. Cesar Rubio bought his lucky $10 Million Spectacular ticket from EP Mart on Atlantic Avenue in Raleigh.
When Rubio arrived Thursday to collect his winnings, he chose the lump sum option of $600,000. After taxes, Rubio took home $429,014.
The $10 Million Spectacular game debuted in December with five top prizes of $10 million, 20 prizes of $1 million and 20 prizes of $100,000.
Three $10 million prizes, 13 $1 million prizes and 12 $100,000 prizes remain to be claimed.
The winner has to reach the nearest lottery headquarters for further documentation formalities and for claiming their winning prize money, lottery officials said.
