Texas Lottery Scandal Explodes Over $58 Million Jackpot Scheme
Texas’ lottery controversy is back in the spotlight after a former state lottery agency and its ex-director were hit with criminal charges tied to a massive 2023 jackpot scheme worth nearly $58 million.
According to prosecutors in Travis County, former Texas Lottery Commission executive director Gary Grief allegedly worked with professional bettors from Europe to help secure a guaranteed jackpot win. The plan centered around buying tickets with almost every possible number combination before the April 2023 drawing, which had climbed to an estimated $95 million prize.
And the strategy worked exactly as planned.
A company called Rook TX, based in New Jersey, claimed a lump-sum payout of $57.8 million before taxes after matching the winning numbers.
What Made the Scheme So Controversial?
The operation immediately raised eyebrows because the betting group reportedly covered more than 99% of all possible number combinations — turning the lottery into a near-certain win instead of a game of chance.
At the time, Gary Grief publicly admitted that large “purchasing groups” had taken part in the drawing. He also said there were no official rules blocking that kind of bulk ticket-buying.

Meanwhile, several Texas lawmakers believe ordinary lottery players were unfairly disadvantaged and say the integrity of the entire system was compromised.
Interestingly, similar charges were reportedly filed earlier in 2026 but were quickly dropped without explanation. Now, prosecutors appear to have reopened the case with nearly identical allegations.
The high-profile scandal continues to fuel debate over whether lottery systems can truly stay fair when massive betting groups exploit the math behind the games.
